The global objective of the call for proposals „Support to Civil Society in the Republic of Moldova” is to enable civil society (including local action groups) and young leaders to be active pillars in democracy, community building and policy dialogue related to the Association Agreement (including at local level);
The specific objectives of this call for proposals are:
- design and test new ways (financing tools) to fund CSOs and work towards improving CSOs’ financial sustainability.
- adjust capacity development programmes to the needs of local CSOs’ and communities;
- support CSOs in their agenda to do outreach and to engage with citizens and communities in an inclusive manner:
The following priorities are identified:
Lot 1: Support for better social services
Lot 2: Support for economic development
The priorities of this call for proposals are to provide sub-granting for social services, economic development and vulnerable groups (e.g. children, youth, elderly, homeless, people with special needs, etc.).
All actions should be gender sensitive and rights-based. The actions should address cross-cutting issues related to gender-equality, environmental practice, inclusion of people with disabilities and minority groups.
The overall indicative amount made available under this call for proposals is EUR 6,301,482. The contracting authority reserves the right not to award all available funds.
Indicative allocation of funds by lot:
If the allocation indicated for a specific lot cannot be used due to insufficient quality or number of proposals received, the contracting authority reserves the right to reallocate the remaining funds to other lots.

Size of grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1: minimum amount: EUR 2,900,000; maximum amount: EUR 3,000,000
- Lot 2: minimum amount: EUR 3,200,000; maximum amount: EUR 3.301,482
Deadline for submission of concept notes: 19/06/2020 at 12:00 (Brussels date and time)
 Online submission via PROSPECT is mandatory for this call for proposals (see Section 2.2.2). In PROSPECT all dates and times are expressed in Brussels time. Applicants should note that the IT support is open Monday to Friday from 08:30 to 18:30 Brussels time (except for public holidays).
